Minutes: The Declaration of Interest Sheet set out below confirms those Members who had made a declaration of their personal interest as a Member of a Town or Parish Councillor or a West Sussex County Councillor, as confirmed in their Register of Interest as these declarations could apply to any of the issues to be discussed at the meeting:
Councillor Warr made an open-minded declaration as a member of Bognor Regis Town Council and Bersted Parish Council, she stated that she would make her decision today based on the information presented and member debate.
Councillor Lury made an open-minded declaration as a member of Bersted Parish Council, and confirmed he had no affiliation with the Bersted Parish Council’s Planning Committee.

Outline application with all matters reserved except access for demolition of existing structures and mixed use development to provide residential dwellings (Use Class C3), care home/senior living accommodation (Use Classes C2/C3), employment floor space (Use Classes B2/B8/C1/E), retail and community floorspace (Use Classes E/F2/Sui Generis), a three-form entry primary school and spine road plus associated open space, landscaping, drainage and all other associated ancillary works. This application also lies within the parish of Pagham, may affect the setting of a listed building, affects a Public Right of Way, falls within strategic site SD3 and is subject to an Environmental Statement.
The Principal Planning Officer (Consultant) presented the report, with updates that included updates made to the applications conditions. He first explained that a change had been made to the recommendation which would now be requesting delegated authority to be given to the Group Head of Planning. He then moved on to update the committee on the letter that had been received from Alison Griffiths, MP for Bognor Regis and Littlehampton, where he explained in her letter, she had raised several points of concern that had been raised with her by residents. These related to flooding, traffic congestion, sewage infrastructure and the scale and size of the development. He confirmed that all these matters had been considered in detail during the determination of the application and had been included within the detail of the report and summarised within the planning balance consideration. He then completed his detailed presentation of the application.
After the officer had finished his presentation, the Chair announced there was a need to take a short adjournment.
The meeting adjourned at 14:38pm and resumed at 14:41pm
The Chair welcomed everyone back to the meeting and invited the Legal Services Team Manager to address the Committee. Where she reminded those in attendance of the declarations of interest that had had been declared earlier. She then addressed with Councillor Warr that further clarity was need for her declaration. She confirmed with the Councillor that she was a member of Bersted Parish Council’s Planning Committee and that she had not been present at the meeting where this application had previously been considered by the Parish Council. Councillor Warr reconfirmed that her decision making for this application would be limited to the information presented and addressed at the meeting today.
The Chair then invited the Public Speakers to make their statements to the Committee. After Public Speaking had been completed the Chair announced that a further adjournment was required.
The meeting adjourned at 15:00pm and resumed at 15:13pm.
