To adopt and implement the revised Major Works
Charging and Recovery Policy for residential leaseholders and
shared owners. The policy outlines the Council’s approach to
recovering charges associated with planned investment and
improvement works to leasehold properties and blocks, in line with
legal requirements.
To ensure a fair, transparent, and consistent
approach to the recovery of major works charges, in accordance with
lease obligations and relevant legislation. The policy provides
clarity for leaseholders, including payment options, legal rights
to consultation, and support through signposting to advice
services. It also ensures the Council can recover costs efficiently
to maintain housing stock standards while mitigating hardship where
appropriate.
Do nothing: Rejected, as this would leave the
Council without an up-to-date and clear policy, potentially
resulting in inconsistency, confusion, and challenge from
leaseholders.
Outsource payment collection to a third party: Rejected due to
potential complications in oversight and reduced ability to offer
tailored, interest-free payment options to resident
leaseholders.
